Upgrade of Skippers Certificates of Competency

The following procedures/examinations and administrative functions need to be met for the following upgrades. UNDER 9M VESSELS

Category R, Inland waters to Category E, Day skipper 1 nautical mile offshore:

The rationale is that only one basic entry level exists, where practical experience (i.e. sea time) dictates which of the two are issued. Hence, a Skipper Inland Waters can upgrade his certificate to an E by obtaining sea time on category E or higher vessels by supplying a complete log of 25 hours in control of a vessel signed off by a skipper under whose guidance the hours have been built up. The appointed examiner may, if he is not satisfied with the documentation alone, carry out a practical (and if necessary an oral) examination and if they consider the candidate competent for the higher certificate.

Category E, Day skipper 1 nautical mile offshore to Category C Day skipper 15 nautical miles offshore:

A skipper can upgrade from a category E certificate to a category C by obtaining more sea service on suitable vessels ( 50 hours )in control of a vessel signed off by a skipper under whose guidance the hours have been built up. All other theory modules of training required by the matrix also need to be completed by examination and the practical component also completed. These are currently the subjects required (All Module 2).The appointed examiner may if he is not satisfied with the documentation alone, carry out a practical (and if necessary an oral) examination and if they consider the candidate competent for the higher.

Category C, Day skipper 15 nautical miles offshore to Category B Day skipper 40 nautical miles offshore

A skipper can upgrade from a category C certificate to a category B by obtaining more sea service on suitable vessels (50 Hours). All other details of qualifications are either contained in the flowcharts and/or the matrix of the Code. Where the academic levels of the certificates mentioned above are the same, a skipper may present the relevant national certificate to any appointed examiner together with proof of sufficient additional sea-time in order to upgrade an existing certificate to a higher level. The appointed examiner may, if he is not satisfied with the documentation alone, carry out a practical (and if necessary an oral) examination and if they consider the candidate competent for the higher certificate.

Category C/B, Day skipper 15/40 nautical miles offshore to Category B Coastal Skipper under 9M

The holder of a Day Skipper Category B or C PLUS 150 hours logged sea time of which at least 50 hours must be logged night hours. The appointed examiner may, if he is not satisfied with the documentation alone, carry out a practical (and if necessary an oral) examination and if they consider the candidate competent.All other theory modules of training required by the matrix also need to be completed by examination and the practical component also completed.
